The past few days have been decidedly turbulent for web companies, with the government constantly seeking new measures to tax the internet. But are these measures the best solution for our country?

The proposed reform of the Directive Copyright , one of the most discussed European Commission regulations does not seem to find consensus during the discussions in the European Parliament.

In particular the introduction of a new right (art. 11) in favour of publishers ( link tax) and the obligation (art. 13) for communication intermediaries to set up filters for the contents entered by users, in order to eliminate those in violation of the copyright .

The mechanism attempts to monetize one of the genetic activities of the web, hypertext, but the fear is that what has already happened in Spain and Germany, where publishers have the right to be paid by Google, could occur. News The result was a collapse in traffic to publishers' sites.

Recently, however, the apparent negative consequences resulting from the adoption of the link Taxes in Spain appear not to have deterred the Italian government from adopting a similar initiative. The government is apparently considering a regulation that would require news aggregators like Google News to reach a commercial agreement with the publishers. If this agreement fails, a mediation process could be initiated before AgCom or the dedicated section of the Presidency of the Council of Ministers before culminating in legal proceedings.
